Meet Jeff Duigou

Jeff and his wife Cari were raised and attended public schools/universities in Connecticut and have lived in Colchester for 38 years.  Both are graduates of The University of Connecticut.

Jeff earned a bachelor’s degree in Biological Sciences. He also attended graduate school, completing studies in environmental biotechnology. For 18 years, Jeff was a Licensed Environmental Professional in CT, enforcing the USEPA regulations and state regulations of the CT Department of Energy and Environmental Protection and CT Department of Public Health.

As an environmental consulting engineer/scientist, Jeff has over 30 years of extensive regulatory, environmental consulting, and business experience. Jeff has participated in or managed numerous site investigations, permitting, remedial design and implementation, construction, and compliance projects for various energy, Federal, state, municipal, educational, institutional, utility, industrial, and commercial clients.

Jeff has successfully completed grant applications for Brownfield, Municipal, and Public Housing projects, managed permitting efforts, prepared project specifications and reporting, and managed environmental construction activities for public housing in the Northeast US, university campus improvements (UCONN 2000 and Yale University) and major offshore energy projects (both domestically and overseas). Jeff has managed health & safety services for 15 school districts for fifteen years. He also assisted cities and towns in CT with environmental construction and program management for 15 new and renovated school construction projects in CT.  Jeff has completed numerous projects on time and within budget. He assisted federal, state, and municipal clients by providing common-sense solutions to comply with environmental and public health laws. Jeff’s approach to working on publicly funded projects considered the needs of the communities he served by applying fiscally conservative and sustainable approaches to the completion of projects.

On a local level, Jeff currently serves on the Colchester Sewer and Water Commission.  Jeff and Cari are members of the Colchester Republican Town Committee.  Since 2008, Jeff volunteered to support faith-based retreats for men, women, and youth in CT.  Jeff also volunteered as a Scoutmaster in BSA Troop 109 and Venture Crew 13 in Colchester.
